I have just found your blog from the link you posted at BCBusiness Magazine.
I have a personal interest in this story as a former City employee who can attest to what is accurately descibed in Allan Garr's article as a "toxic workplace". I also live in Vancouver and resent seeing our tax revenues wasted while the social problems are left to fester.
The City Manager may indeed be a workaholic. She may even be accomplished at what she does (whatever that is). But with the very generous salary goes full responsibility - especially in my view for a toxic workplace.
This comment is not about your latest post but about the event described in your first post. I recall reading about that in the newspapers at the time.
I have not read everything you have written, so perhaps what I have to say you have already considered.
Like you, I have been very persistent in pursuing accountability (both our names are likely on a special list by now).
One agency I've approached several times is the provincial Ombudsman, an office that has been as unresponsive as all the others. I nevertheless would recommend approaching them regarding the VPD's actions and the City's intransigence - for a special reason.
Former Ombudsman Howard Kushner wrote a report about a similar incident. I obtained several copies printed and bound, no doubt at considerable expense. It is still online at - http://www.ombud.gov.bc.ca/resources/index.htm
See "Special Report No. 25: Broken Glass, Broken Trust". I understand it has been optioned by Hollywood and Arnold may make a return to the screen to play the role of Howard Kushner.
The report is worth reading entirely. I did in fact hear from one journalist that this report was instrumental in precipitating Mr. Kushner's departure. On that point I am not joking.
Evidently, when he left, the Law Society immediately made a special place for him. His position is in the office that deals with complaints against lawyers - another office I have dealt with personally.
You might want to approach the current Ombudsman and cite the report that may have opened up the position for her.
I see there is now (finally) an online form for submitting complaints.
